I have never heard of someone considering short sleeved shirts to be indecent for men to wear around women of any age. I live in the United States and it has never been my experience that short sleeves (on men or women) are considered indecent except in isolated religious communities. If he is teaching at a public school in the United States, I do not believe he is behaving inappropriately. From the standpoint of being indecent, no I don't think it would be wrong. Short sleeve shirts are a bit more casual than long sleeve. If that poses a problem, then you might reconsider.
